Purpose of the CSI Group

The CSI Group has been running since January 2025. It provides the community-based scrutiny function of the Housing Service. This is for the benefit of all:

  • challenging Housing Services
  • driving improved decision making
  • ensuring that high quality services and best value for money are delivered to customers

It is expected that members act in the best interest of all customers (tenants, residents and leaseholders) and be a 'critical friend' to the housing service. This involves:

Scrutiny Discussions: where the group ask questions of people responsible for delivering housing services and publish their responses

Scrutiny Reviews: where the group conduct a deeper look into topics and provide assurance or make recommendations to improve services or support to customers and communities. Please note: the group are currently undertaking a Service Charge Scrutiny Review.

Work Programme: where the group decides what Scrutiny Discussions and Scrutiny Reviews it will conduct over the year.

Minutes: a record of what is covered in CSI meetings and who attended.

Constitution: the rules on how the CSI Group operates.   

Who is in the group?

Members of the group should comprise of at least 11 community representatives, with a majority of Dudley Borough Tenants and spaces for 2 residents, 1 leaseholder, and 2 independents who provide specialist knowledge.

Getting your views into the group

You can ask the group to raise a question or a topic to include in a Scrutiny Discussion on your behalf or as a potential Scrutiny Review. There are rules about what they can consider, and they do not have time to look at everything, so have to prioritise.

You can send in comments and complete a survey so you can have your views listened to and acted upon as part of a current Scrutiny Review.

Getting more involved with group

You can ask to be a part of a Scrutiny Review. This usually involves attending up to 6 meetings over the space of 3 to 4 months.

You don't need lots of experience, just a willingness to work as part of a team which looks into areas of service that needs further investigation.

Please note the group currently meet the first Monday of the month 10am to noon. Please consider your availability before applying. You can attend in person or online.
