The CRF has four types of support, called ‘strands’
1 Crisis payments
Short-term financial help for people who are struggling right now. This is to quickly stabilise your situation.
2 Housing payments
Housing payments can help if you're struggling to pay housing costs. Housing costs can include:
- Shortfalls between your rent and your Universal Credit or Housing Benefit
- Rent in advance
- Rent deposits
- Rent arrears
- Other lump sum costs associated with a housing need, such as removal costs

3 Resilience services
Support to help stop future crises. This can include:
- Checking you’re getting the right income and benefits
- Help with budgeting and managing money
- Advice and support with debt
- Help to access jobs, training or wellbeing services
4 Community coordination
This improves how local services, community groups and the Council work together. It helps make support easier to find and ensures people get help no matter where they start (“no wrong door”).
