Design for Community Safety Supplementary Planning Guidance

This SPG was adopted in March 2002

The Design for Community Safety SPG advises how improvements can be made to new developments in the Borough that will help to minimise crime, fear of crime and antisocial behaviour.

The key objectives of the guidance are to:

  • Provide planning guidance that enables security issues to be considered at all stages of the design process (pre-application to full planning application);

  • Assist developers to adopt designs for new developments that take the security of people and property fully into account;

  • Establish guidelines to assist those responsible for the planning and design of the external environment to make design considerations about safety and security matters;

  • Provide a wide and varied patterns of land uses that can help to create environments that are lively and well used to help deter criminal activity;

  • Minimise the incompatibility of certain land uses that can lead to higher crime rates; and

  • Promote and encourage good quality design in all development.
