Order 2025
In support of the integration and long-term operation of the new Metro track, the following permanent traffic restrictions are being advertised to ensure the safe and effective functioning of the metro system, protect public infrastructure and support sustainable urban mobility.
Permanent changes to the traffic flow, road layouts, and access points are required to accommodate above-ground infrastructure. These restrictions ensure the infrastructure remains accessible and operational at all times.

Two plans are attached, one for stationary TRO’s and one for moving TRO’s. On both sets of plans, the proposals shown in pink on the attached plans are open to public consultation. These elements are being advertised as they weren’t included in the original order made in 2005, or there have been minor changes during the design phase.
All restrictions shown in blue on the attached plans were included in The Midland Metro (Wednesbury to Brierley Hill and Miscellaneous Amendments) Order 2005 Transport and Works Act Order for the West Midlands Metro Extension. These restrictions are essential to facilitate the safe construction, operation, and long-term integration of the new metro infrastructure into the wider transport network. The restrictions shown in blue are not open to public consultation but have been included in the Traffic Regulation Order plans for clarity.
Summary of Proposals
A brief summary explaining the additional moving/stationary restrictions (shown in pink) are detailed below:
- No waiting or loading at any time along the whole of the Tram route, including junctions and some side roads, essential for maintaining flow of all traffic.
- Day time loading provision on King Street to assist local business service requirements.
- Limited Waiting Parking spaces on King Street to assist local business and visitors to the town centre.
- Tram only road and lanes for the safe, efficient operation of the Metro.
- No U-turns when travelling on King Street, in either direction at the junction with Hall Street, to facilitate the safe passage of any class of traffic.
- No U-turns for vehicles travelling up Castle Hill, from the roundabout, at the junction with Trindle Road to facilitate the safe passage of traffic.
- No Entry onto the tram tracks (other than to cross directly over) on Birmingham Street for vehicles needing to access King Charles House for emergency or service requirements.
- Compulsory left turns only out of all premises fronting Castle Hill (similar to a Dual carriageway) to ensure the safe, efficient operation of the Metro system.
- No Entry into Station Drive, except for Trams for the safe, efficient operation of the Metro.

Order 2025
Residents, councillors, MPs and council departments have raised concerns regarding some existing restrictions which need removing or altering to reflect current circumstances across the borough.
As part of Dudley Council's commitment to the safe movement of traffic (including pedestrians), various restrictions and revocations are proposed on the roads included in the proposed Orders listed below to address these concerns.

Traffic Group Manager - Traffic Management and Road Safety, Dudley MBC, Lister Road Depot, Netherton, Dudley, DY2 8JW, stating the grounds on which they are made and should be received by no later than 25th August 2025.
Dudley Metropolitan Borough Council, as part of the low carbon agenda relating to transport, is engaged in the Office for Low Emission Vehicle funded On Street Residential Charge point Scheme to create an electric vehicle charge point network across the borough. This project is to encourage the move to electric vehicles which should provide a cleaner environment.
Part of the project is to provide on street charging points on the streets where off street charging facilities are not available. The stay is restricted to 6 hours, no return in 6 hours, 6am to 6pm all days, while charging/topping up batteries, primarily aimed at residents and their visitors in the area.
The project is a trial and therefore an Experimental Traffic Regulation Order (ETRO) has been used to introduce the electric charging places and the use of the bay will be monitored.
The following Orders will come into force by 21 February 2025:
- 20mph zone
- Prohibition of waiting and loading restrictions
Dudley Metropolitan Borough Council have made the above-mentioned Orders, the effects of which will be that certain lengths of the roads listed in the following document below will have new and revoked restrictions in place as stated.
Any person who wishes to question the validity of the Order, or any of the provisions, on the grounds that they are not within the powers of the relevant enabling Act, or that any requirement of that Act, or of any relevant regulation made there under has not been complied with may, within six weeks from the date on which the Order was made, make an application for the purpose to the High Court.

What is a School Street?
School Streets transform roads to create a better environment for children to walk, cycle and wheel to school.
How do School Streets help?
When a School Street is in operation, the road temporarily becomes a Pedestrian and Cycle Zone, at school drop-off and pick-up times.
By temporarily closing the road to motor vehicles at the start and end of the school day, School Streets help by:
- Reducing traffic outside the school, which reduces emissions and makes the air around the school cleaner at peak times for children
- Making it safer to walk, cycle, scoot, and wheel to school. Children will benefit from increased physical activity on their journey to and from school
- Reducing traffic congestion and parking problems outside the school and reducing road danger
